Bio

Sally has over 25 years of experience in Aotearoa New Zealand and internationally providing public law and legal policy advice, with particular expertise in natural resource issues. She applies exceptional analytical and interpersonal skills to solve complex problems related to any form of government regulation. 

Sally has experience devising regulatory and policy solutions for central and local government clients and public entities such as ports. Sally also offers experience developing and making submissions on proposed rules and legislation and has provided regulatory compliance advice to cities and public utilities.  

Sally has navigated government regulation for commercial clients as well, including in the utility, telecommunications, fishing and food industries.

Sally has worked on complex litigation, including a multi-year lawsuit regarding the management of millions of acres of US Federal land in western Oregon, Pacific Rivers v BLM, No. 19-35384 (9th Cir. 2020), and in a (settled) industry lawsuit alleging unlawful government approvals of fish-friendly in-water structures. She also worked on litigation regarding Treaty fishing rights and the non-native sports fishery. McRitchie v Taranaki Fish and Game Council [1999] 2 NZLR 139 (CA).

In addition to providing legal and policy advice, Sally can assist legal managers in developing systems to most efficiently and effectively use their resources to manage legal risk. She has developed sophisticated triage systems for identifying high risk legal matters and processes for managing low risk matters in an efficient way.

Sally brings a unique perspective to problem solving based on her broad experience. She has worked in a specialist public law firm in New Zealand; rose to partnership in K&L Gates, a global US-based law firm; was a legal manager at the National Oceanic & Atmospheric Administration, a US Federal government agency; and has worked for the United Nations Environment Programme and in the non-profit world.

  • Developed a market-based conservation banking policy with agency scientists.
  • Negotiated a unified forest management approval with multiple government agencies governed by competing statutory mandates.
